Shoe
Industry in Carcar, Cebu
Known
as Cebu’s "Shoe Town," Carcar, Cebu's leading shoe industry
has created waves all over Visayas and in some parts of Mindanao. Carcar-made
footwear has penetrated the markets of Negros Oriental, Negros
Occidental, Samar, Leyte, Bohol and even Davao.
Despite the gruesome
competition in the industry, Carcar’s shoe manufacturing has managed
to survive through the centuries. It really is centuries ago when one
man started it all…
Indeed, what now is business
to most of the Carcaranons dates back in the 17th
hundred when Sotero Solon or Mano Teroy, as what they call him,
saw a painting. It was the famous "Last Supper." Very much
intrigued with the painting, Mano Teroy learned to appreciate what could
have been the smallest detail - the leather sandals worn by Jesus’
apostles. It was this that he decided to design one. With his ingenuity
Mano Teroy who’s resident of Liboron, made use of "panit sa kahoy,"
"goma sa trak" and "lubi" for the sandals.
Mano Teroy began everything,
his neighbors followed. Years after, residents of Barangay Liboron and
other neighboring barrios were into footwear manufacturing. But, by
then, they were using animal-skin instead of "panit sa kahoy".
Later on, a certain Fernando Macasero built a tannery for the purpose of
increasing the supply of animal-skin. Unfortunately, it was stopped when
Macasero died.

In 1927, Venancio Medalle
introduced the first pair of shoes ever made in Carcar. Wit the
right materials and machines, Medalle’s footwear products reached
the markets and he became popularly known by the brand VENANCIO. It
is also in this time when other shoemakers acquired their own
machines for sewing |
In the year 1960, there were
at least 200 residents of Carcar who engaged themselves in shoe
manufacturing. This excludes those who were based in Cebu City and
Mandaue City in 1973. In 1977, 300 were already registered as
manufacturers in the National Cottage Industries Development Authority (NACIDA).
Macasero, Lawas, Saducas, Laspiñas, Medalle, Ramos, Lauron, Ybañez,
Canaya, Rigodon and Antopina were some who already established their
names in the footwear industry. This was also the year when Jhul
Antopina had the MM marketing that produced, not only step-ins, sandals
and shoes but also bags and suitcases.
Carcar’s shoe industry,
indeed, continues to thrive though faced with unavoidable problems all
the time. Shoe manufacturers have been bugged by the lack of capital;
strong competition among themselves and with other footwear makers who
have the capital and the name; and, the lack of skilled manpower and
quality materials.
In their quest to relieve
them somehow from these problems, Carcaranon businessmen formed the
Carcar leathercraft Association of Small Scale Industries Cooperative or
Classic, Inc. In June 7,1976, Classic Inc., was registered a cooperative
in the Department of Local Government and Community Development (DLGCD)
with MenancioR. Cagigas as the manager.
