As a son of Don Vicente and
Lady Josefina Gullas, Deputy Speaker Eduardo Gullas certainly is someone
to be proud of not only by his family but the whole Cebuano community as
well.
He made history in Cebu
politics in the elections of 1969 when he defeated two incumbent
officials - Rep. Ernesto Bascon of the Third District of Cebu and Rep.
Antonio Cuenco of the Fifth District - to the congressional chair. It
was a feat unique in the annals of Cebu politics.
As the former congressman of
the Third District of Cebu, he was vice-chairman for the Committee on
Foreign Affairs, and a member of the Committee on Appropriations,
Revision of Laws, Electric Power and Water Resources, Foreign Trade and
Tourism, Science and Technology and Education.
He ranked seventh (7th)
among all the members of the House of Representatives in the number of
bills filed, sponsored on the floor and approved into law.
He was the only neophyte
congressman who stood his ground on the Floor of the House and crossed
swords with the colossus of Cavite - Montano and won the plaudits of
congressmen and newspapermen.
He served for thirty-three
(33) months as a member of the House of Representatives and gave his
district an Emergency Hospital, an LTC Agency, a Land Reform Team, an
Engineering District, school buses, roads, etc.
Eduardo R. Gullas was born
on October 13, 1930. He is married to Norma C. Selma with an only son
Gerald Anthony S. Gullas. He took up A.B. Ph. B. and graduated with
honors at the University of Santo Tomas in 1952, a law graduate in 1956
from UV, a Doctor of Public Administration - Honoris Causa and passed
the bar examinations in 1956. He is also presently a member of the IBP.
